The Confederation of Co-operative Housing launched its Manifesto Leading a Co-operative Housing Renewal in Scotland in March 2026. It sets out recommendations to grow the co-operative housing sector and to enable communities to shape their own housing futures.

CCH is calling on the next Scottish Government to work in partnership with the UK co-operative movement to create a framework for co-operative growth as recommended by the International Labour Organisation’s Recommendation 193.

Take Action: Build Scotland’s Co-operative Housing Future

Scotland stands at a turning point. Communities are ready to lead—but they need support, recognition, and the right tools to succeed.

If you believe housing should serve people, not profit, now is the time to act.

Join us in calling for change:

  • Advocate for a legal and financial framework that supports co-operative and community-led housing
  • Urge the Scottish Government to fully implement international co-operative standards
  • Support policies that put land and housing back into community control
  • Champion models that deliver affordable, sustainable, and democratic homes

Be part of the movement:

  • Add your voice – Sign and share this campaign
  • Engage locally – Connect with or start a housing co-operative in your community
  • Influence decision-makers – Write to your MSP and demand action
  • Collaborate – Partner with organisations working to expand community-led housing

What can you do?

Together, we can reclaim housing as a social good and create a fairer, more sustainable future—led by communities, for communities.

The future of housing in Scotland starts here.
